- Preheat the oven to 350°F (175°C) and prepare a 9x13 baking dish with non-stick spray.
- In a large skillet, heat olive oil over medium heat and sauté onions and bell peppers for about 5-6 minutes.
- Add minced garlic and cook for an additional 30 seconds.
- Incorporate ground beef, breaking it apart, and season with salt and pepper. Cook until browned, about 7-8 minutes.
- Reduce heat to low, stir in Worcestershire sauce, and then add softened cream cheese until melted and combined.
- Spread the beef and veggie mixture in the baking dish, layer with provolone cheese, then top with mozzarella cheese.
