- Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking dish.
- In a large pot, bring water to a rapid boil. Add the cauliflower and broccoli, cooking for 3–4 minutes until slightly tender but still crisp, then drain thoroughly.
- In a mixing bowl, combine softened cream cheese, sour cream, and milk. Whip until smooth, then season with garlic powder, onion powder, salt, and black pepper.
- Fold the cooled cauliflower and broccoli into the creamy mixture, then mix in crumbled bacon and half the shredded cheddar cheese.
- Pour the mixture into the greased baking dish, spreading evenly. Top with remaining cheddar cheese and sprinkle with panko breadcrumbs if desired.
- Bake in the preheated oven for 25–30 minutes until bubbly and golden brown.
- Allow to cool for a few minutes, garnish with chopped green onions, and serve.
