Method
 

Step-by-Step Instructions
  1. Preheat your oven to 375°F (190°C).
  2. In a large skillet over medium heat, add the ground beef and cook until browned, about 5-7 minutes. Drain excess fat.
  3. Bring a large pot of salted water to a boil, add the cheese tortellini and cook as per package instructions, about 3-5 minutes. Drain and keep warm.
  4. In a medium bowl, combine marinara sauce, heavy cream, garlic powder, Italian seasoning, salt, and pepper. Stir until blended.
  5. In a greased baking dish, mix the cooked tortellini, browned beef, and sauce mixture.
  6. Sprinkle shredded mozzarella and grated Parmesan over the top.
  7. Bake uncovered for 20-25 minutes until golden and bubbly.
  8. Garnish with fresh parsley before serving.
