  4. Whisk in 2 cups of seafood broth and 1 cup of heavy cream gradually until the mixture thickens, about 3-4 minutes.
  5. Add 1 teaspoon of garlic powder, 1 tablespoon of Old Bay seasoning, and salt and pepper to taste. Stir well and adjust seasoning.
  6. Fold in cooked shrimp, crab meat, and 1 cup of frozen peas and carrots, stirring gently until heated through.
  7. Transfer the seafood filling into a 9-inch pie dish and spread it evenly.
  8. Prepare the refrigerated Cheddar Bay Biscuits according to package instructions, mixing in 1 cup of shredded cheddar cheese.
